Committee Profile

The International Civil Aviation Organization (ICAO) is a UN agency specializing in setting international aviation standards and regulations as well as fostering the development of international air transportation. The ICAO brings together all Member States to discuss aviation issues and introduce policy with the ever-changing field. Delegates will act as representatives of Member States to craft solutions to two critical issues impacting aviation: environmental sustainability and aviation safety in developing regions.

Aviation today accounts for about 2-3% of global carbon dioxide emissions. With the ever-increasing demand for international air travel, this percentage is expected to increase with time. Consequently, the ICAO has set goals meant to address this percentage with hopes of minimizing carbon emissions. These goals include carbon-neutral growth and reaching net-zero carbon emissions by 2050. Sustainable Aviation Fuels (SAFs) are intended to contribute to reaching these goals. However, developing countries attempting to transition into environmentally cleaner aviation practices may struggle with affordability or accessibility. Delegates will have to work together to find creative solutions to address these issues of sustainability, affordability, and accessibility in reaching the ICAO’s climate goals.

Further, delegates are expected to work together to address the disparities in aviation safety in “developing” and “developed” regions. Many developing regions face challenges based on how the ICAO has ranked them in terms of safety with what they have created as the “Effective Implementation (EI)” score. Delegates should explore how to bridge the gap through measures such as legislation, organization, licensing, operations, airworthiness, accident investigation, air navigation services, and aerodromes. Delegates may also explore access to technology and how this access affects the safety of aviation in differing regions.

Dear Delegates,

Hello! My name is Hadia Karzai and I am so excited to be your Chair! I am a fourth year Political Science Major with a Minor in Public Affairs. In addition to Model UN at UCLA, I am super involved in activities ranging from sports to law! I have played intramural soccer, futsal, beach volleyball, and basketball. In addition to playing, I was a referee here on campus and currently I work at a law firm as a Docketing Clerk. Outside of school and work, I am a vinyl addict, avid concert go-er, and creative writer who loves to travel and have fun. Let me know if you need any music recommendations!

Model UN here at UCLA has by far been the most fun and fulfilling experiences I have had. I participated in high school for two years and took a break from it my freshman year of college. I rejoined my sophomore year and never regretted it. I have made an incredible group of friends and am acting this year as the club's Director of Travel, where I am in charge of planning, supervising, and competing at other universities conferences around the nation! I love staffing and have senior staffed many times before.

As someone who thinks that planes are pretty cool, I am super excited to help you all navigate through the weekend at BruinMUN 2025!

This is my last time staffing BruinMUN at UCLA before I graduate. While it is bittersweet, I am ecstatic to get to experience it all with you, who I hope will continue to be a part of Model UN wherever you end up.
